Cuz if everyone tried to change their IP address then I could not track where they go on the internet and that's a big portion of my job! But, yes, it can be done....depending on what system you are using. Here are directions for Windows 95: Windows95 and for TCPware: tech support

If your network is not connected to the Internet you can change your IP address as long as it is within the range of one of the three classes of addresses (A, B or C).
In order to be connected to the Internet you must use the IP address that is assigned to you, either dynamically by the host server, or as a static address given you by your network administrator who has a pool of authorized IP addresses to assign.
You cannot just arbitrarily change your IP address and expect to have access to the Internet.

If you are connected to a network that's running a DHCP server, then perhaps an easy way for WIN 95/98 would be to got to START then to the RUN command box and then type in WINIPCFG. This will open a console that will allow you to drop your current addres and refresh it with a new one that the DHCP server will assign to your computer automatically. It can end up a bit tricky and messy should you start randomly inputing numbers as your IP address.
