Who pulled the switch that allowed current to flow at the first electrocution by a State?

Edwin Davis at the execution of William Kemmler in 1890. But there was a problem. The first administration of electricity did not kill Kemmler so he was zapped again. But it took time for the generators to reach the voltage needed so Kemmler reportedly groaned and struggled for breath. The second time, the voltage was administered for over a minute, with smoke rising from his head. There was a smell of burning flesh and a curious crackling sound. When the current was shut off, Kemmler was dead.

Reminds me of the scene from "The Green Mile"
