By 2005, if the planned calendar is respected, what will become the highest in the world, work realised by Franco-Anglo companies association?

There is a Solar Tower being constructed in Australia, which if completed in 2005 will be the highest man-made structure in the world, but I can't find a reference to "Franco-Anglo Companies"
