Where did NASA lose a $125.million piece of equipment in 1999, thanks to a metric mixup?

Near Mars, nobody can be absolutely
certain if the Mars probe actually
crashed into the planet or is in
orbit around the Sun, but it certainly
did not do the job it was sent to do
because of the metric error.
