I keep getting failure notices in Outlook Express about an email I never sent. It's always the same address and the message they say I sent is just gibberish. Is this something about which I should worry?

Not really. What you're probably getting is the result of someone else having a worm on their computer. I believe it's called "netsky", and what it does is go into computers and email itself. But it puts different email addresses into the sent line. So any email address in the computer--any email they've ever sent or received--will show up as the sender. The thing is, sometimes the email address it is sending to doesn't exist anymore, so the email fails. The address in the sent line is one randomly chosen from the addresses in the infected computer, so when they fail the failure notice is automatically sent to that email address.
The best thing to do is to make sure that your computer is not infected (running a virus scan), and then email everyone you know and let them know you are getting this error. While it is possible that someone you don't know has it, it is someone who has either sent an email to you or recieved one from you, so it is more likely to be someone you do know. Inform them that someone you have emailed with has the netsky worm, and they can scan their computers and get rid of it.
