"I have been sent pictures in emails that won't open".
Can you open the file attachment at all? Have you tried saving the file to your computer, then opening it? Right click on the Attachment, and choose "Save As". Save the file to some convenient location, like your Desktop.
One way to open the file is to first open the program you wish to use to view the file, then click the program's "File/Open" menu and open the file. Be sure the "Files of type" box is set to the proper file type. If you're not sure, use the "All Files" file filter setting.
"Create an association..." Sounds like you know what file associations are. In order for a file type to automatically open in a specific program, that file type must be "associated" with the program. If you don't have the right program on your computer, the file won't open because there is no associated program installed. Often, you can use a different program to open the file.

You should look at the list and check the attached photo's file extension to create an association with that image file type. If you cannot open or save the file attachment at all, it may be due to the Security settings within Outlook Express. Click Tools/Options/Security tab. Uncheck the option to "Do not allow attachments to be saved or opened that could potentially contain a virus."
If your computer had the Internet Explorer reinstalled during the recent work, then Outlook Express would have reverted to its default settings concerning security. Disallowing file attachments is the default setting for O.E.
