I'm running W98 and I use Outlook Express as my primary email.

I'm not able to open my outlook express due to the following error message:
"Outlook express could not be started because MSOE.DLL could not be loaded"

The MSOE.DLL is still in my system but doesn't function.

Can anyone help me on this?
