Hi again.
After I posted this question, the answer quickly became apparent.
Incredimail, like so many other programs, puts itself in the Startup folder ad soon as you download it, so it constantly runs in the background. A few moments after posting the question, a message arrived and of course, Incredimail picked it up and announced it. (It was set to check for new mail every minute.)
Ah-hah. (One of those things that was so obvious it went right past me at first.)
All we had to do is take go into the System Configuration Utility (Start > Run > msconfig > Startup) and uncheck it in the Startup tab.
Now she can use Incredimail if she wants, but Outlook Express handles her email, which is what she wanted.
And I too, have an Advanced tab.

I'm running Windows 98 (First Edition) and Internet Explorer 6.0.2800.1106 and Outlook Express 6.00.2800.1123
These are setting I see:

Folder 5.0 lists two folders: Default Settings Required Settings
Under Version Info:
default: (value not set) Current: 6,0,2800,1106 Previous: 5,50,4807,1700
