Make sure its unticked then just position your mouse pointer in the blue area close to the clock /icon area hold down the Left button on the mouse and with a small move to the left the Bar will return to the bottom of the screen and the "Bloated" bar is Nothing to worry about Windows Has to acommodate the same number of visible icons and it finds this the Best way If you can now pull the taskbar around easy Take it to the top of the screen(and you'll see what I mean)  When you have finished Make sure the "Lock the Taskbar " item is ticked FYI there is a way of making the Task bar thick But it needs a bit of delicate Mouse work or B) a visit into the page settings The Default setting in my opinion is perfect
