I get this message when I'm trying to use Opera. A PC magazine recommended using Opera as your main browser, so I downloaded 7.1.
I have Windows ME, a Dell Dimension 4100.
I also have a firewall built into McAfee VirusScan 6.0. The first time the firewall asked me if I wanted to let Opera through, I said, No. I didn't understand why Opera would have to be let through the firewall.
But I rebooted after that, didn't get the message again that Opera was trying to get through, but still got the "Could not locate remote server" message.

Hi Becky, the following is from a review(4th paragraph down) of McAfee Firewall 3.0.1 which I think is the one bundled with McAfee VirusScan 6.0.
"Applications that attempt external communication are met with a McAfee Firewall pop-up. Once you select what action to take from the standard allow or deny list, the available application list will be updated. You can later change what action to take when the application accesses the internet."
This indicates that you should be able to allow Opera access to the internet from within the Firewall settings, I am not farmiliar with McAfee Firewall`s, so would suggest a browse through the help files.
This also from the same review (8th paragraph down)
"We also encountered some internet access problems from Internet Explorer, which we fixed by deactivating and restarting the package."
Maybe the same 'fix' might sort out your Opera problem. If not you might want to see if the firewall has a seperate entry in Add\Remove Programs in Control Panel, you could then uninstall the firewall then reinstall, clicking Yes when the Opera question appears.
