Good answers from bedstor! I would add some other possiblilities including trying more than 1 audio CD.
If they all exhibit this "skipping" quality, then I would suspect the CD-ROM drive. If only 1 CD is "skipping", then I would believe the problem is with the CD itself (scratched or damaged).
If all the CD's do this "skipping" you might try removing (un-installing) the CD-ROM software, then re-installing it to see if the problem goes away.
To un-install the CD-ROM software, right click on the "My Computer" icon on the Desktop or possibly in your start menu. Depending upon which version that you're running, you may need to click the "Hardware" button. Then click the "Device Manager" button or tab (again, depending on the OS version).
Click the + sign to the left of the CD-ROM entry to "expand" the CD-ROM folder. Select the CD-ROM and then either click the "Remove" button or right click on the CD-ROM and choose "Uninstall" (depending on the OS version).
Once these steps are completed, OK the window and restart your computer. At Windows startup, Windows will recognize the CD-ROM hardware and automatically re-install the drivers for your installed CD-ROM.
Try your audio CD and see if the "skipping" problem is gone. If not, please try the cleaning procedure as outlined by bedstor above.
I hope this will help!
