From what you're describing, it sounds like a pop-up advertising message. Pop-ups can be very very annoying and you may find it beneficial to have your system scanned for "Spyware" which can be downloaded behind your back and which can the source of much of this type of problem. There are a variety of free yet very useful products that I can recommend.
