I have an 86 year old friend that used a Packard Bell computer with the number 96-23 on it. It is used with a IBM monitor. She is not hooked up with DSL or dial-up and uses it only for word processing.
It had to be moved and in the process one of the circuit boards fell out. She says it was the center green one and she re-attached it. Now the computer powers up, the monitor flashes green and then goes to yellow.
I know nothing and cannot help her. I had her turn it off and wait and try again, (the extent of my knowledge) and it didn't help.

It sounds like the board for the display adapter (or graphics card).
If you unplug the computer and then open the case, you may be able to reinstall the card. What I would I would recommend is to remove the card, then put it back in.
You may be able to get a local to do this for you. If money is a concern, try calling the Boy Scouts or the local High School ROTC and see one of the computer savy kids would be willing to do the job as a community service project. ROTC students have to log about 50 Community Service hours per semester, so they are always eager for this type of task.
