Computer #1 is WinXP - routered to computer #2 which is Windows 98.
Computer #2 has just used its "recovery" CD, restoring back to factory level. This actually means restored back to Windows 95 - then he used his windows 98 upgrade CD. Things are ok, but how does he get connected to the internet? He's tried everything, apparently, but no go! ISP is cable modem.
Can anyone solve this? I don't remember, it's been too long since I've had to deal with this!

I can’t guarantee this will work, but you seem to have described nearly the exact scenario that I went through. Here’s what fixed it for me:
Turn everything off and unplug everything. Wait 2 minutes, then plug everything back in in this order: 1. Modem (wait for its lights to come on) 2. Router (wait for its lights to come one) 3. Computers
If that fails, give either your computer’s or Internet’s tech support a call.
Hello - to continue, he installed a new CD rom drive, which seemed to be the culprit, but after going thru the entire process, NOW there is no sound!!!

Ask your friend when he installed the cd drive did the "plug and play" install wizard come up? and the 2 cables are pushed fully in on the drive Could be there is a "jumper" setting issue?(Tiny plug) on the drive. If so, and it's set wrong you have a NON-OP Cd drive Tell your friend to read the install instructions and check for this? should be a diagram for this And if it has a driver on floppy disk run it again Hope this is of some help? I fitted a new drive this week and it was accepted without a driver or setup the "Plug and Play" wizard got it going in seconds

Just checked the old CD Drive and it has a "Jumper" There are 2 or 3 settings possible:
1-Master- if only drive used
2-Slave- if used as a backup or used with another drive could be Master on one drive and Slave on the other? Or 2x Slaves or 2x Masters depends on cabling arrangement Need better help than mine from here.. If you want that info?
3-Cab- Not too sure..I think it's used if the drive is linked in a chain?
Connection legend should be scribed or b) a sticker adjacent to the plug hole
Note: Use tweezers to pull the jumper plug out to avoid bending the pins
