I have a video file in my hard drive in dat format. I also have a CD-writer in my laptop and some blank VCDs. How do I make a VCD, so that I can play it in my Sony DVD player?

You'll want to strip that .dat file into a standard mpeg file.
Info about that process...

Once you have your mpeg, you just need to burn it. Sometimes the cd burning software you already have is capable of burning a vcd. Post what burning software you have, and we'll go from there...
