The US military services have long offered some sort of inducement to re-enlist. It's a good deal for them, they don't have to send you through boot camp again. Usually, the re-enlistee remains in his own grade, and receives a cash bonus. During the Viet Nam war, it wasn't very common, but some people who blunder into the military find it satisfactory and stay with it. Especially during bad economic times.
