In my research for our local air and space museum, I've come across the Navy term "Flagwriter", which appears to be a secretary or speech writer. This one in particular was flagwriter for the the JCS in the late 1980's. All I've found on the internet is lists and organizations for flagwriters - no definition. The one email I sent was read but not answered. Can you help? Thanks.

The Mission of the Flag Officer Writer "C" Course

The original mission of the Flag Officer/Staff Officer Writer "C" School was to provide top-performing Yeomen, E-5 and above who made it through a very competitive staff nomination process, with 16 weeks of intensive training. The students were taught to function independently and carry out required administrative duties with specific expertise in taking and transcribing dictation using Gregg shorthand, drafting correspondence, acting on matters of social usage and protocol, preparation of travel orders, and the preparation of officer fitness reports.

You got to love their efficiency !!

The gentleman called me back and directed me here:

From what he told me, the "secretary" aspect of the job is no longer part of the work. It is more of an administrative aide who ensures that written work that goes out is in the proper form. If the military is anything like corporate in this area, this is the person who knows what goes where, on what form, and to whom, and how to get things done. (In the corporate world, there is only one of these, and if she (usually) is off that day, nothing gets sent out.)
