What is the primary root cause for raptor (birds of prey) roadkill?

Don't say, "Because vehicles hit them"! Why are they there for the vehicles to hit in the first place?

I would think that the birds are there waiting for their daily meal and become the daily meal.

I read somewhere that some of them get killed when they attack their reflection on a car's windshield.

The folks at the Raptor Center claim an environmental reason for why raptor prey is along the roadside to begin with. Think about why live prey (such as mice) would be scrounging for food at such a location.

Any guesses?
