What is the lowest F rating (on the standard Fujita scale) that a tornado with 300+ MPH winds can be given ?

That would be an F5 -- wind speeds 261–318 mph:

Since the Fujita scale is based on wind damage to buildings, cars, and trees, can a tornado with estimated 300 mph winds on the plains or prairie that does not encounter any trees, cars, or buildings be rated? (This could easily happen in Kansas. I've driven through Kansas, and tall farmers can be seen from miles away.)

Yes ! The scale is indeed based on damage, thus a tornado with 300+ mph winds which touched down where it did not inflict any damage could conceivably be an F-0.
