dogspit Diamond Enthusiast 2008 Enthusiast of the Year	Posted Hide Post Yes ! The scale is indeed based on damage, thus a tornado with 300+ mph winds which touched down where it did not inflict any damage could conceivably be an F-0. Thanks for the answer.
