"True" tarantulas (bird-eating spiders) in the family
Theraphosidae (which includes tarantulas) do not spin capture webs, but do line their burrows and cover their egg masses with silk. ...related families in the United States do spin capture webs (for example the
Dipluridae or sheet-or funnel-web tarantulas), but these spiders are much smaller than "true" tarantulas."

As for the second question, I doubt any spider dangles his web across a road or river. If such a thing exists, it is probably the result of a gust of wind that blew the spider while silk was hanging from its spinnerets.
I hate spiders, but they are interesting!
