I would like to scan a photograph and then alter it to make the person look like a vampire. Any ideas how to go about it?

I don't have any software like Photoshop. I have the software that came with my digital camera -- a Fujifilm finepix camera.

Are there any free photo editing softwares that would do what I would like to do?

Dwight recommends Irfanview. I usually use Paint. Irfanview is a free download. Paint came with my computer. Open your Pictures (Click on your Start button, probably in the lower right of your screen.) Then look for Pictures. When you get that open, try to open any of the images you have. You should be offered a choice of what to open it with. That will tell you what you already have.
