First, see your doctor about starting an exercise program. Achieving the ideal weight for your specific size, age, and shape is the most important part, and that includes exercise, not just dieting. The exercise should be geared towards burning fat (walking, jogging, swimming, cycling, etc.). Once you're at the weight your doctor recommends for you, then, and only then, should you worry about working on specific parts.
