Ron, there is no way to lose just the fat around your stomach. So-called "spot reducing" simply doesn't work. Different people add and lose weight in different places. If you are working your stomach, yet not losing fat around it, you aren't one of those who lose from their stomach without losing fat all over. (Few men are.) If you consume less calories than you burn, eventually, you will lose that fat. But it may take a long time, because once you start burning off more than you take in, your body will do its best to conserve that stored energy. If looks are that important to you, liposuction is the only quick answer. If health is your goal, you should be aware that a bit of fat around the middle is what nature intended; it's the ideal place to store it.

In terms of area-specific shape changing, yes. But if you have excess weight on your belly, it is a fair likelyhood you hae weight elsewhere.
Why not start a regimen of exercise and alter your diet to shed the excess weight elsewhere that will eventually lead to losing your belly fat also.
Losing fat doesn't mean losing sie.
Throwing in a well-planned regimen of resistance and weight lifting training will add some muscle bulk which will increase fat burn and add muscle bulk.
