the braker to the wall oven and the countertop
stove were switched off while these were on-- the electrical circuit is back and the lights
and the power is on but there is no heat coming
out of the elements--the fuses have been changed - still no luck

After you reset the circuit breaker one more time and if you still have no luck you will need to call an electrician. It is unlikely that your range or oven have an internal reset button or circuit breaker. You said the breakers were switched off, does that mean they were manually swithced by someone or does that mean they tripped? If tripped there may be something like a short causing your problems and you will need an electrician.

It is not at all clear what you are talking about here. You say the breaker (singular) to the wall oven and countertop stove "were" (plural) switched off while these were on----(These what? were on). I assume they were tripped off rather than manually turned off, and that you mean the oven and the stove were operating at the time. Is there a single breaker for the stove and oven combined, or is there a separate breaker for each? Having both fuses and circuit breakers sounds strange to me, and what happened to cause the power to come "back and the lights and the power to be back on". Did a general power failure occur, or are the lights you speak of only on the stove or oven? I know of several experts in this forum who might be able to answer your question but you will either have to state it more completely or do, as KwII said, "call an electrician".
