I'm not a decorator but I do know the answer to this What you need is a can of Nitromors paint remover However theres a snag it seems to be only available in the UK  All you do is brush it on , and you scrape the paint off leaving it like new,takes about 30 seconds(only affects the paintwork  ) Need to wear gloves as it's acidic (can cause burns)  I'll bet the people at the DIY store know of the US equivalent brand? There are many brands of paint removers available at Home Depot, Loews, etc. or any hardware store. However, if I were doing it, I would remove the base boards and lay them flat to work on them because it will require using the gel type of remover otherwise to keep it from running on the floor, Also it will be pretty difficult to keep from getting the stuff on the wall. It might be easier to just replace the base board, depending on whether or not they are actually all wood. Some moldings are meant to be painted and are made up of many separate small pieces. In the case of latex based paint, it can be simply wiped off with a product called Goof-Off on a rag, but only for small areas or as a test to determine what kind of paint you're dealing with.
