Probably the easiest thing to do is to remove the switch altogether and have the outlet be unswitched. It shouldn't be very difficult and then you can just put a blank cover over the switch. Or put the switch back on but just leave it disconnected.
Does that seem like something you could manage? I believe you should be able to just splice the wires rather than terminating them at the switch.
But to answer your original question, I've never seen any switch locks for residential switches.

Thanks. I've seen one of those but it's not what we're looking for. Ours were clear plastic, less than two inches long, with a notch to hold the switch.
