The ballast pulls out or screws out (by hand) easily of most fittings
Be aware there are several different types
Take your old one to the electric store and get a match
TIP:If the tubes are also slow to light (or flicker a lot) this besides the Ballast failing (or on the verge of failure) might be due to the tube shifting slightly ?
Unlike an ordinary bulb you can rotate the tube holding the glass which is warm( and very fragile!

) with a tea towel while the light is on and it may come on fully? Warning: Do not come in contact with the end caps on the tube these are live and Hot
NOTE this tip is only good for those tube that are the Push in type
With the Pinned or Screw type try removing the Tube (Switch OFF first!) then reinstall it by reversing the Tube

If no Joy
then replace the Ballast
PS A "Dead" tube might be also due to Ballast failure If you have a known good spare ballast that'll fit then swap that over to eliminate this
