I live in Europe (240v) and am opening a Cyber Cafe... The electricity board at the sop reads 30 AMPS and I wonder if it'll handle 10 PC's PLUS airconditioner of about 24.000 BTU (not sure what these devices' values are).

While noramlly 30 amps would be more then enough for a 24,000 btu A/C, the start load will be much higher.
This shudden surge will cause havic with the pc let alone the voltage spikes. Seeing that this is going to be a business, I would highly recomend separate curcuits plus a power conditioner for each pc. And I don't mean just something that blocks spikes.
ALL A/Cs should be on a separate circuit.
