I got all ready to paint the window sill in my son's room when I discovered that the previous owners had use plastic on the windows during the winter. My problem is the tape. I have peeled it off but it left a yellow strip in it's place. I tried alcohol, boiling water, and even sanding it but it's still there. Now I used a drywall sanding screen so maybe if I tried a courser paper maybe that would help.
Can anyone give me any ideas on this.

I don't know if it would be a problem or not. The yellow strip feels like the tape is still there. I wouldn't want to paint over it and then have the paint not stick or chip off in a month or so. If I can't figure a way to get it off I guess I'll paint over it and find out.

If after snding the area it is smooth, what you are seeing is the old paint stained by the adhesive. Use a stain sealer over the area to keep any residual glue from coming through and staining the new paint. One product brand name would be "Kilz". Comes in spray and paint on. It dries in minutes and can be painted over in about an hour. Available at most paint and DIY centers.

One note, these are usually shellac based and to clean up the brush you would need alcohol. I just use a though-away brush. For small areas, I just use the spray on type after I have masked off the area I am not going to paint.

That's just what I did last night. I used the paint with a throw away foam brush. It went on nicely.
