I guess a lot depends on the accuracy of the "voltage thingy" at your disposal. Assuming that you have a reasonably accurate voltmeter, the voltage you report is very low. Also, since the voltage at about 77.5 percent of rated nominal voltage would produce a current of 77.5 percent of normal. Since Power in Watts, and heat, depend on the product of the two, it would be only 58 percent of what you ought to expect from an oven or any other appliance depending on heating elements. All electrical appliances in the house should be seeing some effects. Motor driven large appliances like washers and or air conditioners could be damaged if that low voltage is not confined to the one outlet, so it would be wise to wait until the representative from the utility supplier checks things out with their equipment and, if necessary, make corrections.

Thanks Frank...yes...the reason I really noticed the low power was that the oven goes into automatic shutdown, plus the lights have been very dim....right now the voltage is reading at 106 and the electric guys are going to replace a transformer tomorrow morning....they recommended no air condtioner, oven, or dryer...and to not too many things at one time. Thanks for the help.
