"Ebb" is also movement; specifically, it is the movement of ocean tide back to the sea. You know that the tide comes in, and the tide goes out. The ocean is always moving. Even in a calm sea, the ocean is moving. Events are the same, in a way. While things may appear static at first glance, or just looking at the larger picture, a closer look will show movement. The current political scene is a perfect example. Clinton was seen as the presumptive nominee. But Obama has moved up. In many ways he is now considered the presumptive nominee. But Texas and Ohio could change that. If Clinton wins both of those states, the race becomes tighter. A closer look would be to study the trends in each state on a daily basis. With every new poll, there is movement for one candidate, against the other. Hour-by-hour comparisons would show even more movement, albeit smaller ones. These movements are the ebb and flow of a political campaign.
Relationships, office politics, shop talk amongst workers, all have ebbs and flows. You may be very angry at your spouse at a specific time, and shortly after, not as angry. Your spouse may react to your anger and get angry at you. This is an example of the ebb and flow of a marriage. You also may grow closer to your spouse as time goes by. This, too, is movement.
