If I own a construction company and bid on a project from the State then I am a contractor. What is the State called...other than State? Bidee and contractee won't do.

In many contracts, they would be referred to as "Owner."

Thanks, 'fuse but I am looking for some other word. In an extended resume I am expected to list , in detail, some work I have done. I wish to list an extensive research project where we proved that our employer (a contactor) was due a very large sum of money from the State. The State contended that our paperwork was invalid but we proved otherwise. As this is a government resume, I just didn't want to refer to the State's identity, it's a bit more knowledge than I wanted to include.

Maybe "The other party to the contract?"

I like Tree's suggestion, if it fits.

If the state is Virginia, Kentucky, Pennsylvania or Massachusetts it might be fun to use "Commonwealth."

By the way, and if you are not already familiar with the terminology, with some government contracting opportunities the lead individual responsible for winning the contract is called a "Capture Manager." This generally applies in firms primarily engaged in government business. If you need more information on this particular setup, please let me know.
