ok im looking for this graphic efect that makes your pictures look like they were hand drawn by a pencil and on what program does it come out sorry for te wording but im not a big computer buff...I also know tat my friends samsung phone as the ability to do that......
You should be able to use Photoshop 7 to 'filter' your picture so that it looks like a drawing instead of a digital picture.... there are several versions of simpler Photoshop products available that will also allow you to 'filter' your pictures so that they will look like they are hand drawn. Many of these simpler Photoshop programs come bundled with your printer.
One such inexpensive Photoshop alternative that cswchan is referring to is a program called Paint Shop Pro by JASC Software. You might be able to download a free trial from their site.

Excellent program. I used to use that several years ago. It was freeware back then and could put many of the commercial applications to shame. If I remember correctly, the sketch effect was pretty good.
