With PixelToolbox (it's the fourth one down) you can create icons, cursors, wallpaper tiles, etc. Really gorgeous interface and some really nice, advanced tools for tweaking and manipulating your creation.

Thanks for the post Sonnet have added to my folder UTILITIES, and just counted how many little proggies in there,guess what 70..use about 10 often but the others am sure will come in handy one day....wonder how many others have??
I tried this free proggy about 20 times. It is not intuitive. It does have a fabulous looking interface. Unfortuately because it is non-standard, it is hard to learn. It will create an icon but it will not open an icon file. Must convert those to bitmaps, edit and save as icon. Like most bitmap programs; it does not support 16 color bitmaps. It always distroys the color table and uses default palette.
Comes with a great catalog of bitmaps. For the price, an outstanding download.
Try the free program from Microsoft called IconPro. This program converts bitmaps in any color depth 1,4,16,24 bpp to icons in any color depth 1,4,16,24,32 bits per pixel. As well as sizes 16x16 to 128x128 and even 16x128 or 51x73. Search for "Icons In Win32" by John Hornick, i seem to have lost the Q#, sorry.
