I'm sure someone here has experience with parakeets, but I expect that each bird is somewhat different from the others. Some may be easier to train, or louder than others. And what one person considers loud, another might not. You could try going to a pet store and seeing what they sound like to you. Also, I'm sure your library has books about bird training.

By a 'parakeet' you must mean what Britons and Australians call a 'budgerigar' (that's its native Australian name), which keyword may help your research.

i have 2 parakeets and sometimes they are really loud and other times they are completely silent. other times it's just like they are quiety chirping at each other. after a while you get used to it and can just tune them out.
