A friend's little girl got a parakeet as a b'day gift.....in about 1 month, all of it's feathers on it's chest have fallen off. Any idea what would cause something like this?

There are a few possiblities why this parakeet could be loosing his feathers, it could be mites, lice, a nutritional deficiency, metabolic disorder, hormonal imbalances, or he could be plucking out his feathers due stress or boredom.
