What is the slowest lap on record with the time not being related to any engine, suspension, or otherwise technical faults? Which circuit was it on and in which country?

And without referring to any site the maximum length is 200 miles or 70 laps max (Monaco?) or 2 hours,though they rarely get beyond 1¾ hours driving time have to check the individual race results for confirmation on this.
