What are the rules for deciding who orders the flag to be lowered at half mast?

Generally speaking, only the president or governor af a state can order the flag to be flown at half-staff.

Yes, provided that other rules on displaying the flag are complied with. If the national flag is the only one displayed, you may legally fly it at half mast at your own discretion.
