Good question, and I don't really know. The US national weather service was a product of the telegraph, since most weather forecasting consists of finding out what the weather is now somewhere to your west. Once at sea, most of the (admittedly not many) offshore sailors I've met listen to current weather reports and do their own forecasting, as far ahead as they feel the need to. Some go so far as to carry equipment to let them download satellite photos. Alan Moore
