I think this may explain it: The annual Miss America Boardwalk Parade has been one of the highpoints of the pageant competition since the first Miss America was crowned 81 years ago. Crowds normally line the Boardwalk and cheer as the contestants, dressed in costumes relating to thei r states, continue the tradition of showing their shoes to the fans. But last week's terrorist attacks prompted Atlantic City officials to cancel the parade, saying trying to protect the 51 women along the two-plus miles of the parade route would be a security nightmare. Miss America officials quickly organized the event in the Ballroom of the newly renovated Boardwalk Convention Hall. Each state contingent was allowed to invite 10 members, who sat at balloon bedecked tables in the center of the ballroom and seats along t he walls. Each of the 51 contestants were introduced on stage and then climbed into a rolling chair for a ride around the ballroom. The atmosphere was festive as the crowd cheered and took pictures.
