Do you see 'waterboarding' as a form of torture, or just a tactic that should be accepted?

Honi, it's torture but acceptable on people who are 1)potential murderers or murderers or who 2)conspire to murder and 3)anyone who may know anything leading to the detection of the above
provided:

they are not in the United States
their motives are political or religious and extreme and not approved of by the United States or its allies


Which is why any suspected serial killer or anyone hiding him or seeking to protect him, or with information about his associates or intentions or with knowledge of his whereabouts is not waterboarded in the United States

You'd think that the protection of the citizens from killers there, in the US, would be served by waterboarding,but it's only allowed where the recipient is foreign and abroad.

Thanks Fred. I hadn't read the other thread on 'torture' and when I did, I see waterboarding was already discussed.

Anyway, with the election coming up, this was an interest of mine.
