It does. Depending on the topic, there are different sources for advice. On questions related to agricultural issues (and relating very vaguely in some cases) I've found the University of California to be an excellent source of information -- like how to get rid of termites, for instance. The state of California also maintains a bureau of "consumer affairs" that can field some kinds of questions, although I believe their main function is to investigate complaints of improper business practices against which individual consumers are usually unable to do anything effective.
