Well, as it happens the running water and the friction of the soap running is what really gets rid of the bacteria. The bacteria are scrubbed loose and rinsed away. It is recommended to wash at least 20 seconds (Jeopardy theme length), but for a good wash 60 seconds is preferred. Warm water is fine, you see your hands can't tolerate hot enough heat that would kill bacteria (think autoclave). It is the friction and running water that matters. You need to shut the water off with a clean paper towel or you will just recontaminate your hands anyway. Here is a website with more information. Proper handwashing technique

Nope, never have worked for a resteraunt.I actually don't remember WHERE I heard that from, I think it might have been my mom (a RN)...She knows all that cleanly stuff!
