Yes, it's possible for things in the tap water to cause or aggravate dermitis. For example, there are people who are sensitive to nickel, and there are places with enough nickel in the tap water to cause a reaction in them.
Most municipal systems are not designed to remove solutes.
More than 350 synthetic chemicals have been found in some samples of tap water. These included pesticides, heavy metals, nitrates and solvents. They also found that tap water may also contain residues of hormone and contraceptive pills which are in the ground water and aren't removed from tap water.
Try distilled water which you can get either for batteries or for appliances that clog up on lime. See if it makes a difference.
Bottled waters vary a great deal in purity, so beware.
