Hi jokky12 and Jess. Welcome to Answerpool.

Over washing your face can cause your skin to become drier than normal. Now that winter is here, I'm sure its getting worse. There are many great products on the market. Always buy facial cleansers and moisturizers for sensitive skin.
I found that
Clean&Clear Sensitive Skin Foaming Facial Cleanser by Johnson and Johnson is a great facial cleanser. I'm looking at the bottle right now.

The bottle says: Oil-free formula gently removes dirt, oil & makeup. It costs about $5.00 and rinses very clean. The
moisturizer works excellent.
I also use is Neutrogena Moisture Oil Free Formula, Sensitive Skin.
This too is around $5.00 a bottle.
Although it goes on sort of watery, it really does moisturize your face.
If you wear foundation to cover your acne, do you put a powder on to get the shine off your face? The powder WILL dry out your face. Always use a moisturizer before putting on makeup. Make sure the moisturizer dries first or your makeup won't go on smoothly.
Don't forget to drink lots of water. I know- I know, we all hear to drink 8 glasses of water a day

. I know you know that.

If your skin or lips are dry then you are dehydrated. It can happen quickly. This weather is so bad on your skin. Make sure you wear gloves and a scarf. Wrap the scarf against your face to protect your skin from the harsh wind. That will help.
I have heard that Proactive works really well but it is VERY expensive.
