I would wash the area well and try using astringent. If you go the route of using acne cream it may irriate your skin in that area. You can try it but I would use it sparing until you know it is not going to bother your skin. My next question is are you sure they are pimples? My family gets little red bumbs on our upper arms and when I was a teen I though it was acne and scrub it to death and put stridex on it many times a day. I later in life found out it was not acne and it was dry skin. So my washing just made it worse. If we use a nondrying soap and put lotion on it gets better. At times the red dots do look like pimples they appear to have a head on them. If you are not sure I would see a dermatologist (skin Doctor) and see what they say or ask your MD.
