Or are you meaning which one person's name appears most often? In that case it would probably be Jesus.

Azariahs is a close second

I have lost my source for this, but I am fairly certain that Karrow has it. I also think that the SR's name would be counted as Zachariahas.

I agree that Karrow has it, DG with 32 people in the Old Testament, one in the New.

According to a source I found,(admitedly not a biblical scholarly one) there are also
30 Azariahs, and 20 Meshullams

There are over 30 Zachariahs. Second place goes to Azariah with nearly 30. Third place to Meshullam with over 20.
