I have a friend on line who says her firewall tells her localhost is trying to come in is this safe or what should she do

Hope you can answer me real quick she is so afraid and so am I cause I really do not understand

Just tell her to deny it, but dont check anything that says to remember that answer, then if its something she nees, she can ok it the next time, and check the "Remember this answer" box before allowing it so she wont have to do it every time. Hope this helps.
