It looks like one, yes. It looks like there are about 14 or 15 spots. Perhaps it's the Fifteen-spotted ladybug (or lady beetle, which is the scientificaly prefered term): I've got an insect book that has a picture of a fifteen-spotted ladybug and it looks just like your photo's. I also thought it looked like a squash beetle.  Squash beetles eat plants, and that might be what the bug in your photo is doing. The Multi-colored Asian lady beetle also looks similar.  It only sometimes looks like this though. The color of the species varies greatly.I'm not sure what your second sentence says, but here's some more about ladybugs.
