In the professional Game of Baseball what is defined as an Illegal Pitch in both movement and Arm action I saw a pitcher doing a semi squatting underarm Pitch is that Legal? And B) what do the call these pitchers? In the Game of Cricket, Underarm and roundhouse bowling (as in baseball pitches )are illegal Underarm cricket is played by little kids... I doubt if you can play a "RoundHouse" Bowling action while running the ball will miss its target by miles and the approach angle would be severe Only slow bowlers bowling "around the wicket" do this (ball speed about 40mph) and only take about 5 steps whereas the Fastest bowlers are on the 20 steps mark (in a straight line)...Ball speed 90-95 mph +++++++++++++++++++++ 09-19-05, 08:28 AM Koz

The more ball movement the better for the pitcher. It is illegal to alter the baseball in any way by adding any substance, or by scuffing or scratching it intentionally.

Yes it is legal; it is called a “submarine pitch”.
In baseball the pitcher’s foot must remain in contact with the pitching rubber until he releases the ball, no running starts here. Imagine how hard Nolan Ryan could have thrown if he was allowed to get a running start! (As a 40 year old he could still throw over 90 MPH, cracked 100MPH in his younger days)
